Parish Council Minutes 18 July 2005

A Council Meeting was held on Monday 18 July, 2005 in Bealings Village Hall commencing at 8.00 p.m.

 GT. BEALINGS PARISH COUNCIL

A Meeting of Gt. Bealings Parish Council was held in the Village Hall on Monday 18th July, 2005 commencing at 8.00 p.m.

1.         APOLOGIES FOR ABSENCE

Apologies had been received from Peter Bellfield, County Councillor, Emily Lynch and John Carter- Jonas.

At the commencement of the Meeting the Chairman welcomed everyone and thanked them for attending.

2.         REGISTER OF MEMBERS INTERESTS

The Chairman stated that he felt he had to mention that he may have a conflict of interest when the proposed play area was discussed.  All present felt that Mr Barnett should remain during discussions on that topic.

3.         APPROVAL OF MINUTES OF MEETING HELD ON 16th May 2005

The Minutes of the Meeting held on 16th May 2005 were approved as a true and accurate record of the discussion at that meeting.  The Minutes were then signed by the Chairman.

4.         MATTERS ARISING FROM THE MINUTES

(i)         COUNCILLOR          

It was agreed that Robin Sadler should be approached as a replacement to Jenny Thurkettle.  James Firebrace would be asked as well.

(ii)        VILLAGE FETE

Sally Johnson expressed her disappointment at it being postponed.  Mr Barnett said that we should allow 6 months to organise such an event, and that we needed to give more time for forward planning.

 (iii)       PLANNING

Seckford Hall’s proposal to build twenty nine 3 and 4 bedroom houses had been withdrawn.

 (iiii)      VILLAGE PLAYING FIELD

The Chairman advised the Council that Little Bealings Parish Council were unanimous in their agreement that the project should go ahead.  The Village Hall Committee were not very supportive.  Their Chairman had resigned principally because he felt he had been doing the job for long enough.  At the Committee meeting it was agreed they needed a caretaker.  It was also agreed to co-opt three additional members to widen the involvement of people in the parishes. A meeting was to be held  on the 27th July for  those people who wished to be involved in advancing the village playing field project.  I.e. manual labour, fund raising, maintenance, administration.   Jenny Shaw from Little Bealings had been helping.   The Village Hall Committee preferred option was to have a separate Playing Field Committee.  Mr Barnett and Mr Haywood-Smith did not think this was a good idea.  The need for  planning permission was also discussed because the refurbishment would involve soil moving and engineering works.  

5.         EXPENDITURE

(i)         Cheque Signing

Simon Williams proposed and Ken Willcox seconded the proposal that the following cheques be issued and signed: 

                        Salary for Vivien Hinton            £243.84

                        Expenses – Vivien Hinton         £ 11.07            =          £254.91 total

                        C.A.T.S (donation)                   £ 20.00

The Chairman also asked the Council to authorise a cheque for £27.00 which had been sent to Suffolk Coastal District Council for the cost of printing the questionnaires.

 (ii)                Accounts 2004/05

The Chairman confirmed that the Parish Council’s current account was in credit by £3,565.00.  £1,500 of this had been ring fenced for the Playing Field Project.  The adoption of the accounts was proposed by  Ken Willcox  and seconded by Sally Johnson.  Mr Barnett had completed the return for the external auditor and confirmed John Stroud was satisfied with this.

(iii)       A training day at a cost of £39.37 for Sarah Cartwright was proposed     and seconded. 

6.         CORRESPONDENCE

A letter had been received from the County Council with a questionnaire attached that Ken Willcox kindly agreed to fill in and distribute.

A letter had been received from  Suffolk County Council – Right of Way Improvement Plan which was to be given to Emily Lynch as Footpath Officer.

7.         ANY OTHER BUSINESS

Ken Wilcox donated a cheque for £1,445.00 to go towards the Village Playing Field.  This was raised from metal detecting days.

It was proposed and seconded to change the Parish Meeting on 14th November to 21st November, 2005.

The Meeting closed at  8.45 pm.

The next Meeting would be held on Monday 19th September, 2005 in the Bealings Village Hall Committee Room  commencing at 7.45 p.m.
